Are people going to find, set and maintain these? What's the default? _If_ it's 0, then we still have this potential problem about big query logs and people have to figure out this config exists to change it. If it's nonzero, we aren't logging full info in the logs. This is why I think configs are often just pushing a choice to the user that may be unuseful. I'm still not clear logging big SQL queries is a problem. Plans can be huge; how big are SQL queries, realistically? kilobytes? I'm not sure there's a real problem here.
