In PR https://github.com/apache/spark/pull/24365, we added a config `LEGACY_PASS_PARTITION_BY_AS_OPTIONS` for 2.4.3, where we kept this config default as false so it's not instructive. We can turn it on by default for Spark 3.0. ## How was this patch tested? Existing tests.
