In this PR, Worker has similar behavior with driver/executor to setup resources(something like, resource file first, discovery script second). So, I guess mixing this PR into #24821 may just need some similar modify ? And, I'm also OK to wait for #24821, since this PR is a smaller one, which is more easy to update.
