@YanTangZhai I don't think we want to retry on a random port necessarily.
If your SparkUI fails to bind on 4040, it is easy to find it on 4041 and
configure your firewall to open say the port range 4040 - 4050 to allow 10
concurrent SparkUIs. With this change it is impossible to predict the
appropriate range. I would recommend that we close this issue instead.
