I looked over this issue, however, we couldn't find the best way to fix it
and
I'm not sure that the change of this patch is the best.
This patch just skips loading a default property file for unit tests.
And also, test("SPARK_CONF_DIR overrides spark-defaults.conf") fails in
SparkSubmitSuite
when this patch applied.
