Hi @sryza I have read through the discussion on the JIRA. The original
motivation for making it the max is that it is common for an application to
start running jobs as soon as they are launched. Setting it to the min,
however, will add some initial application startup delay for most cases. Isn't
better to try to acquire many resources and give them back to the cluster as
needed?
