(I think this warrants a little JIRA; it's not trivial.) On glancing at
this, I tend to agree. It looks like the intent was `max` and this is maybe a
typo? `defaultParallelism` can't be less than 1, so this method can only ever
return 1 or 2 as it is, which seems wrong.
