Lots of comments to address, thanks for the detailed feedback @JoshRosen!
One hanging cause is that the actor can be stopped multiple times in some of
the YARN tests, so I'm patching that. Will push and see if that fixes Jenkins,
and then address your comments accordingly.
We have yet to attempt to see if this fixes the actual issue on our side.
I'm looking to pass jenkins before going for that test. But I do agree we need
to verify against the core issue live before considering this PR a go.
