SPARK-3852 [DOCS] Document spark.driver.extra* configs
As per the JIRA. I copied the `spark.executor.extra*` text, but removed
info that appears to be specific to the `executor` config and not `driver`.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/srowen/spark SPARK-3852
Alternatively you can review and apply these changes as the patch at:
