[SPARK-3381] [MLlib] Eliminate bins for unordered features
For unordered features, it is sufficient to use splits since the threshold
of the split corresponds to the the threshold of the HighSplit of the bin and
there is no use of the LowSplit.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/MechCoder/spark spark-3381
