[SPARK-3298][SQL] Add `allowExisting` flag to control registerAsTable /
registerTempTable

add a parameter into `registerTempTable`
if `allowExisting` set to false, once register a existing table , there
should be a table already exists exception to be thrown.
if `allowExisting` set to true, it will totally overwrite pre-existing
table.
By default, it is `false`
