[Build] Set all Debian package permissions to 755
755 means the owner can read, write, and execute, and everyone else can
just read and execute. I think that's what we want here since without execute
permissions others cannot open the directory.
Inspired by [this comment on a separate
PR](https://github.com/apache/spark/pull/3297#issuecomment-63286730).
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/nchammas/spark patch-1
