 Review comment:
   Maybe we can add a new API in `BroadcastedHadoopConf` like
   
   ```scala
   def withHadoopConfRewrite(hadoopConf): Conf = {
     hadoopConf
   }
   ```
   
   We just overwrite it and put the custom rewriting code. The code will be 
simpler.
