 Review comment:
   Yes, SQL standard defined the order for `LIMIT` and `OFFSET` clauses. 
`LIMIT` at the front of `OFFSET`.
   The behavior looks contrary to MySQL direction. 
   `MySQL` support `LIMIT 10, OFFSET 10`.
