   OK if these things are true, I think this is reasonable:
   
   - This method exists (only?) in PostgreSQL and we're trying to match its 
semantics on purpose, here and elsewhere in Spark
   - It matches PostgreSQL behavior
   - It matches Spark timestamp behavior
   
   I wouldn't mind a thought from @cloud-fan
