I reviewed the changes from 1.5 to 1.10 and none appear to pose a risk of
breakage: http://commons.apache.org/proper/commons-codec/changes-report.html
... excepting that the fix for this very issue breaks compatibility for an
internal class, but hey. However, Spark doesn't actually use Commons Codec
directly after all. Maybe easier to simply remove this from the build?
