   ### What changes were proposed in this pull request?
   In the PR, I propose to add tests from the commit 
https://github.com/apache/spark/commit/9c7e8be1dca8285296f3052c41f35043699d7d10 
for Spark 2.4 that check parsing of timestamp strings for various seconds 
fractions.
   
   ### Why are the changes needed?
   To make sure that current behavior is the same as in Spark 2.4
   
   ### Does this PR introduce any user-facing change?
   No
   
   ### How was this patch tested?
   By running `CSVSuite`, `JsonFunctionsSuite` and `TimestampFormatterSuite`.
