According to the
[Javadocs](http://docs.oracle.com/javase/7/docs/api/java/nio/charset/CharsetDecoder.html),
`CharsetDecoder` is not thread-safe: `Instances of this class are not safe for
use by multiple concurrent threads.`. This might explain the flakiness, so
this LGTM.
