If there are two tasks, you could end up in the same situation, with two tasks running on the same bad executor? Would it make sense to have this as just a global min time for speculation? OTOH, I do know that 1 task is common, especially when doing a final aggregation. Its not a bad solution, I just don't know if I want to be stuck w/ this conf.
