This changeset already appears in the master branch and on the 2.4 branch. My team hit this issue while using 2.3 (we are in the process of upgrading). I noticed that there was a fairly recent release of the 2.3 branch, I don't know if others are planned, but it looked like a good candidate to backport one more version if there would be any more 2.3.x releases. ### Why are the changes needed? The mentioned JIRA already describes the issues faced with the bug unaddressed. ### Does this PR introduce any user-facing change? No ### How was this patch tested? Existing tests all pass, and the tests added in this patch also pass on this branch.
