Thank you, @craigcondit, for review, good catch for the nil return case, now
i add the handler case in latest PR just like we do in getApplication rest API.
You are right, /ws/v1/partition/{partition}/usage/users and
/ws/v1/partition/{partition}/usage/groups needed, and we already added in
https://issues.apache.org/jira/browse/YUNIKORN-1330 , this PR we also want to
cover the specific user or group usage query.
