If you mean *normatively* referencing, that is already a case-by-case
decision under the downref procedure. That doesn't need a new rule, as
far as I can see, because the IESG can always refuse to approve a
downref.
We don't have any rules for non-normative references, naturally.

Some specifications which the IETF working groups reference come from
an IRTF Research Group (CFRG). Those IETF working groups would not
be able to reference those specifications if there was such a rule.
