It's fine with me if someone says "this is the limit for this reason", but this is obviously inconsistent (and, if 2 TB should be the limit, erroneous) behavior of fdisk.
AFAIK its a limit with MS-DOS style partition tables. The workaround is to use GPT partition table however fdisk doesn't support them - parted does.
