As far as I am aware, RHEL has never had an upgrade path between major
versions. The official response I got last time I asked was '"Archive
Data, Delete, Reinstall" is the only supported re-installation method.'
I know it's possible to upgrade from RHEL3 to RHEL4, because I've done
it. However, as it's not a supported method, I would suggest that RedHat
won't be putting a lot of time into making it work RHEL4->RHEL5.
I think someone has been feeding you bad information. Initially when
RHEL3 came out, we indeed recommended that folks reinstall when
attempting an upgrade from 2.1, but we changed that in later RHEL3
updates and have supported upgrades from day-1 on RHEL4 and will do so
on RHEL5. Granted, due to the vast amount of change between major
releases, we still recommend a reinstall to pick up the latest and
greatest technology, but we will indeed support upgrades to RHEL5.

outlines the policy Jay described above. In Rhel4 the policy was
applicable to Premium and Standard support entitlements.
This will continue with the Rhel5 subscriptions.
