I boot from the CD myself... I have also had ISOs working properly.

In the testing I have done on RHEL5 beta, I have the Microsoft ISOs available on the host system, and I have not had a problem installing 2003ServerR2 or XPsp2 as long as I tell the installation to install the Standard PC HAL by pressing the F5 key as soon as the installation displays press F2 to add drivers. I tried to move a VM from another XEN (non RedHat) environment to RHEL5 and it would hang because the other environment had selected the ACPI Uniprocessor HAL. Once I replaced the ACPI Uniprocessor HAL with the Standard PC HAL the vm started without any issue. There are means to install W2K, XP and 2003 Server (that I know of) from a network; I would expect those to work.
