I think you mean the RHN activation key, which was also required in
older version of RHEL in the up2date configuration (one is generated
automatically if needed). You can still skip the install number *and*
RHN activation during installation but activate later with
rhnreg_ks --activationkey=abcd1234
For me at least the activation key is a completely different hex string
than the install number.

Personally I don't like the RHN activation keys, either, but I guess
that's where Red Hat has chosen to enforce support licensing
restrictions.
