Sorry but that's no help.
I tried to change pgtclsh to tclsh, but here is my error :
can't find package Pgtcl while executing "package require Pgtcl"
tclsh8.4 is located at /usr/share/tclsh8.4
postgresql-tcl RPM extracts its files in /usr/lib/Pgtcl
Even with a symbolic link in /usr/share/tclsh8.4 pointing to
/usr/lib/Pgtcl, the error is the same.
If you have any other idea, you're welcome.

I suspect it's not shipped any more because it's not needed. Just use
tclsh and put "package require Pgtcl" near the beginning; the Pgtcl
package is in postgresql-tcl.
