Looks like you have 64-bit libpcap installed, and are trying to
install 32-bit libpcap-devel. Try 'yum list libpcap\*', or:
rpm -qa --qf '%{name}-%{version}-%{release}.%{arch}\n' libpcap\*
Try installing the 64-bit libpcap-devel. By the way, 0.9.4-11 is the
current version for rhel5, if you have access to updates.
