RHN is a plugin for Yum.

Some of the configuration lives in what Yum would think is the correct
location: /etc/yum/pluginconf.d/rhnplugin.conf

However, it appears that a lot of the configuration still lives in the
old location for up2date: /etc/sysconfig/rhn/up2date

I assume that eventually someone will notice and combine the config
files - until then you have to do what Daniel suggests in order to have
RHN operatins go via a proxy. What you initially tried will work for
"normal" yum repos.
