OK, it looks like my question was not clear enough.

When user X is logged in (via a graphical session), running a command
as another user (via text console, after su, via vnc etc.) doesn't
see any sound devices.  I chmod'ed some audio/dsp/snd  devices to 666,
but then I get some an about an IPC semaphore.

I explicitly want to run the sound-producing command as the other user,
so su/sudo'ing from that other user to the logged-in user is not an
option.
