I had this problem as well (and reported it to the list over the weekend).
 I manually removed yum (via rpm --erase), then manually downloaded it
from RHN and manually installed (via rpm again).

This got yum itself working again, but I found a number of other
inconsistencies I'm still sorting out, including kernel panics referencing
the inability to load selinux config.

You may be right about a fresh install.
