Whatever procedure _you_ adopt should be illuminated by your proceudures
for testing initial releases (eg 5.0) and individual updates.
I would think a middle course; you know the overall capabilities of
RHEL5 and the extent to which it suits you.
In your shoes, I would look at relevant changes and decide their
desirability. Assuming the recommendation is to install it on new
systems, then the previous test plan needs to be revisited and updated
to take account of experience (bugs) and new/changed features.
At that time you should be able to develop your plan to upgrade existing
systems.
