My guess would be that you are putting it inside this block:
subnet 128.220.212.64 netmask 255.255.255.192 {

ddns-updates off;
}
If that is the case, it might be that since you do specify a "range"
option listing the available DHCP IP addresses for the subnet, you see
the "no free leases" message when that block is matched.
In my dhcpd.conf files, I have fixed addresses outside of
"shared-network" blocks and in a separate "group" block. Something like
this:
default-lease-time 21600;
max-lease-time 21600;
ddns-update-style none;
option subnet-mask 255.255.254.0;
option broadcast-address 146.27.79.255;
option routers 146.27.78.1;
option domain-name-servers 146.27.66.35;
