which has also affected me - I found very annoying the fact that a
behaviour that has worked for many years and between different major
versions has been changed between updates to the same major version...
Do you have a "network" entry in your ks.cfg ?

I tried with/without 'network' entry in ks.cfg, like:
network
network --proto=static --device=eth0
network --proto=dhcp --device=eth0
but no effect.
