I am not against the logic if well implemented in a script.

E.g., pseudo-code:  
     1. TZ=zoneinfo/path (e.g., export TZ=America/New_York)
     2. Capture date (`date +` formats works well) and compare both:
             A. Low value/range(s)
             B. High value/range(s)
     3. Check for a lock file (e.g., under /var/run if root)
             A. Exit if set
             B. Create if not set
     4. Execute
     5. Remove lock file
