If I may add a different distinction here.  When bad things are being
done, we can distinguish between "justification" and "excuse."  A
justification entails having done the right thing, usually a lesser
evil, e.g. shooting in self-defense.  An "excuse" sometimes works,
partially, fully, or not at all.  One excuses when has made a mistake,
acted out of ignorance, whatever, e.g. I shot him because I thought he
was about to attack me, but he turned out to be the mailman trying to
deliver a package.  Judgments tend to differ on both of these, but the
distinction should be kept clear.  It the first instance one claims to
have done the right thing; in the latter one is trying to explain the
reason why one did the wrong.  Needless to say, when one is speaking of
'terror' one can think of examples both in which it has been justified
(e.g. against the Nazis during WW2) or may be excusable?  The debate,
needless, to say today in the Middle East hinges on this last.
Personally I see violence as a last resort when all else has failed and
recommend civil disobedience as the better and often more effective
alternative.  It worked for Gandhi and Martin Luther King, Jr. by
showing up and publicizing the cruelty and injustice being inflicted by
