I think it's a mutual problem - namely trust. Palestinians look at the way the Apartheid Wall meanders through Palestinian villages and ask, if the Israelis just want a barrier, why do they not go along the Green Line? They look at the amount of water Israel regularly syphons from the Palestinian Territories and how little of it gets to them, and they ask much the same question - why appease tyrants, proven tyrants? The only people doing anything on the Israeli side to establish trust. are Gush Shalom, Ta'ayush, and such; there are less organizations - of any sort - now on the Palestinian side, but that Gush Shalom, etc, has never in my knowledge been turned aside by Palestinians from a trip to help Palestinians, says more than a mere enumeration of organization's names. It's always been the IDF that trundles out the excuse of "military zone" as a way of harrassing Gush Shalom and the Palestinians they are trying to meet.
