are mainly administrative ones, perhaps a few misdemeanors. But with the
rgith spin, things can be turned into felonies. <double grin> Add to this
mix the misunderstanding of laws among the authorities that might get
cleared up in court. (E.g.; A recent Privacy Journal article about the
special interview requiremenst the US Social Security Administration does
for teens who are applying for an SSN reported that some SSA employees
claimed it was illegal not to have an SSN by early childhood. Uncommon,
hence the interview requirements, but not illegal in itself.)

Here it looks like the word "potential" is used awkwardly. It sounds like
people who might commit felonies in the future, shades of Minority
Report's "pre-crime". But Hood probably meant people who probably had
felony convictions already but the data isn't well verified.
Ah, the nastiness of lives being drastically altered upon flimsey and
unchecked data. By denied voting, by warfare, and so on.
