Amendment IX
The enumeration in the Constitution, of certain rights, shall not be construed 
to deny or disparage others retained by the people. 

  

What does the above mean to you? This is how I read it: the power granted to 
the federal govt, i.e. Article I, Section 8, does not allow them to impose laws 
which conflict with those held by the people,  e.g., such as raising their own 
families. 

This needs to be read carefully, or you’ll think it doesn’t mean anything. But 
if that were the case, ¾ of the states would not have taken the time to ratify 
it, would they. IMHO, it means, the rights given the feds in the Constitution 
(see Article VIII) are not exclusive to them. Citizens have rights too. 
  
Amendment X
The powers not delegated to the United States by the Constitution, nor 
prohibited by it to the states, are reserved to the states respectively, or to 
the people. 
  
What does the above mean to you? This is how I read it: 
  
The Federal Govt has authority granted it in the Constitution (Article 8, 
again) , and nothing more e.g., the fedl govt cannot tell states how much to 
tax or not tax, or the method to tax, state citizens. They cannot prevent or 
regulate. The rest is the responsibility of the states or We the People
