I think I'd interpret it the same way you did. Doesn't the rule go on to say 
that any such additional requirements must be given to the riders in writing 
prior to the ride. (And be on ride flyers, etc?) If requiring helmets 
doesn't fall under that preamble, what would? Sounds like that would make 
about any rule not specifically in the AERC book subject to special 
sanctioning.
