I've started in on this; a bunch of stuff is moved into the Wiki
cookbook now. Don't have time to finish it up today but I will get to it
in the next few days. As always, feedback welcome if someone doesn't
like what I've done so far.
My goal is to completely get rid of the cookbook chapters in the user's
guide and replace them with a little appendix that points people to the
Wiki cookbook with some links to particular items that are likely to be
of particular interest to new developers.

Emmanuel converted and imported the user's guide into the wiki.
