I have only tested with form action urls: "SUBMISSION:FORM:name".

you put in your XML file?

I tried with a local Jetty install by putting the jumpstart at
another webapp context, and by using:
<param name="WEBAPP_CONTEXT_PATH"></param>

The webapp context was removed for generating the links.
