ITU is an international treaty organisation, so special rules may apply.
The ITU and UN meetings I have been to have had rather strict registration
and badge restrictions.

Dubai has changed the rules/enforcement of the rules rather recently as I
understand it. This is unfortunate, but I hope it will not be a showstopper
for a successful meeting.
