I'd be happy with this as a code of conduct.I think it's a reasonable revision of the earlier draft, for the parts that it covers.
I'm not as sure about the new encouraged behavior section, but I certainly don't see anything there that doesn't fit the RIPE community (or at least what I think are the ideals of the RIPE community).
