I think as, others have said, that if the complainant thinks that they will
loose control of the process you will not have people complaining in the first
place. It is bad enough that you have suffered the original activity of concern
but then to have it dragged in front of others and to loose control of the
process to law enforcement or others is a different but still very unpleasant
trauma.
Confidentiality and control are so important here if you want it to work.
