Are you sure?
FLAC doesn't have the concept of 'bit rates' like MP3 files do.
MP3 was designed to move files (stream really) over modem links,
so they were oriented to 56Kb modems, etc. All of which are obsolete
in a broadband world.

RedBook audio (CD-style PCM) really doesn't have bit rates.

The RedBook specifies that stereo music is to be recorded in 16-bit PCM
sampled at 44.1 kHz. A little arithmetic shows that the data stream of
CD audio must be at least:

Data Rate       = "X"
        = 16 bits * 2 channels * 44.1kHz
        = 16 * 2 * 44100
        = 1,411,200 bits/second
        = 176,400 bytes/second
        = 172 Kbytes/second

Depending on the type of music, and what settings you
tell FLAC to use, you can get 50% or so compression.
Your 699 is really 700, and that means 1400 KBytes/s using
arithmetic that I can do in my head.

so you are getting a bit better than 50% compression.

Try compressing the exact same PCM file as your friend.
See if it is close to, or exactly the same.

More importantly, uncompress both with FLAC and
check out the sizes. They should be very close.
