Probably the best way is 'ReplayGain'
(http://replaygain.hydrogenaudio.org/).

This analyzes volumes and suggests adjustments to cause playback at 89
dB.

Most importantly, it does NOT change the audio data, unlike other
"normalization" schemes.  FLACs are lossless and bit-perfect.  Any
modification of audio data means the resulting files will not be
identical to the original CD.

Also if a player cannot read the RG data it ignores it.  Fortunately
both SlimServer and foobar2000 can read and use RG data for
normalization.

As the wiki states, there are two modes: track gain, where all tracks
from all albums will playback at an 89 dB normalized volume, and album
gain, where differences between volumes in an album are preserved but
the whole album's average playback volume will be 89 dB.

There are three ways to add ReplayGain data to FLAC files:

- at encode time by specifying "--replay-gain" in the command-line
encoder argument

- after encode time by using the metaflac command-line utility with the
"--add-replay-gain" switch

- using foobar2000

Note that if you want album gain only foobar2000 can do this because
the FLAC command-line utilities process tracks one-by-one.
