I've never been able to get foobar2000 to create tags.

I get a proper filename, but the files are tall tagged as album "00",
"No Artist", genre "A Capella" (?).  Fortunately Mp3tag can deduce tag
data from the filename but I'm avoiding foobar2000 for transcoding. 
Also the new 0.9 versions of foobar2000 don't allow command-line
encoder arguments!

EAC handles tagging quite well if it encodes right off a CD.  It can
encode from a WAV but since it's a WAV it has no tags to go on.
