I see this happen with certain CDs that I believe are out-of-balance.

However, for me it occurs near the end of the disc and my drive
"transitions" between a high speed with a noise resembling a vacuum
cleaner and a much slower speed.  It shifts back and forth between
these speeds, not reading anything until it settles down to the low
speed.  It reads the track at a much lower speed than the one before,
then does the same "hunting" at the start of the next track.  BTW this
doesn't seem to affect extraction, I still get perfect rips.

Offhand I'd say these CDs are slightly out-of-balance and/or your drive
is very sensitive to these CDs.  Possibly the drive is defective in the
way it holds CDs.

Does it exhibit a tendency to wobble?  You can tell if a disc has
wobbled in the drive by circular scratches left on the disc when you
take it out.
