NO, never. Not if by "re-rip" you mean put the CD in a computer drive 
and extract it again.

The point of using Flac is that you never lose anything.
So if some future version of flac yields twice the compression, all you 
have to do is use flac to decompress it back to PCM, and then recompress 
it. This can be done in giant batches. You never have to touch your CDs 
again, never have to re-rip them.

This does not address the implied question, which is how much better is 
the new compression for my music. This is unanswerable in general.

You can easily test it on some samples from your collection.

The flac sourceforge site says "Improved compression with no impact on 
format or decoding speed." but improving the compression ratio from 55% 
to 53% is an improvement, but I would not consider it important when 500 
GB disk drives are so cheap. Unless you have a really, really big library.
